I presume you are refrring to ladders between two scaffold etc levels. The conventional ladders are the standard "straight" ladders , but I have seen staircase type stuctures on very few sites.
It can lead to cost savings by improving safety & productivity, but is likely to be dependent upon the specific nature of the project and type/nature of work.
If you are referring to permanent ladders for occasional access to aprts of structures or equipment, that is different.

My former boss challenged a local authority to try out Mobile Elevating Working Platforms as access to repaint the windows of 4 storey blocks way back in the 1980s.
Much to its surprise the local authority found that using MEWPs for this task was cheaper than doing the job from ladders. Down to time savings including as the painters didn't need to be worrying about falling.
