Evening folks, quick question if I may. We're a contractor, performing riser installation from an FPSO. Part of the workscope means that we'll be working on production. We're not doing intrusive intervention work, but we are working alongside (30m) from the FPSO, which incidentally, hasn't been subject to an FMECA - yet. I suggested to the operator that they may need to submit an Combined Ops Notification to the HSE as although we weren't intervening, we would be tied in via risers and any activities us or them undertook could have an effect on harm to people, identifying Major Hazards etc and release of hydrocarbons. I personally think that this would be beneficial for the close approach risk assessment and obviously the workscope. But am I right or wrong...? SCR 05 really doesn't help too much but happy to be shown where it says a CON will kick in.... Oh, they have not submitted their safety case yet either, and we're still waiting for this information, so any chivvying along from this angle would be good! Cheers Emma

If a Safety Case hasn't been submitted for the FPSO then it must be non-operational and still under construction. Also, what are you working from - a DSV? You can only have Combined Operations Safety Case when you have two installations which have Safety Cases working in proximity or via some connection. It sounds like what you need is a Simultaneous Operations assessment and procedure (SIMOPs). This will identify the hazards from working in close proximity and list the operations which can be carried out without restriction, those for which additional precautions are required and those which must be prohibited for the duration of the operation.
