Hi,
Has anyone ever heard of this organisation? I've seen references to them doing a Diploma in Construction Health and Safety Management but can't really find any solid evidence regarding either.

RSPH used to offer a Diploma in Construction Health & Safety Management when the CDM regs first came into effect. I have this qualification, but RSPH no longer offers it. Although it was a termed as a "diploma", it would be a level 3 qualification in the current structure.

Used to be the Royal Society of Health (RSH) but a couple of years back (or so) it merged with the Royal Institute of Public Health & Hygiene (RIPHH) to become the now Royal Society for Public Health (RSPH) - it is very much still alive & kicking but I do not think that it delivers the qualification you mention. It is more geared towards Public Health and Food Safety although it does offer some health & safety awareness or basic level training.
