Looking for a standard that isn't chemical industry-based (which HSE seems to only have).
We're healthcare and I want to avoid a 'this isn't for us, it's overkill' situation. Or is it simply a case of same principles?

The same principles will apply; you just need to decide the types of activity that should be covered by a permit. There are plenty of examples on the internet on which you could base your form.

I'm in the process of developing a PTW system and found 'Guidance on Permit to Work Systems' HSG250 really useful, page 24 highlights the essentials of a permit and would make a good template for a 'no-frills' system IMHO
