Hi GUYS,
Quick one again - do i need any permission or consultant with fire service or company insurers prior to the removal of fire hoses from a factory? There is suitable provision of fire extinguishers in one area and sprinklers & extinguishers in an other area.

Insurers? maybe - It depends on the small print in the Policy
Fire Service*? No - just make sure you have reviewed your fire risk assessment & have recorded the findings of the review.
(*assuming the LA Fire Service are the enforcement agency for your building)

Personally I would inform the insures before you remove the hose reels.
Your reading of the small print may not always be the same as theirs.

I agree with the above. Talk to the Insurance company. My experience is that they will not loose sleep proving that you tell them and have an updated fire risk assessment.
So far as the applicable fire authority goes I have one question. Do you have an Alterations Notice in force. If no and the fire risk assessment is updated I dont see them kicking off about it. If yes and an "AN" is in force then you must contact them first.

Insurers used to have tarrif rates on the fire premiums with discounts as follows:-
5% for FEA to scale.
12.5% for FEA and Hose Reels
up to 65% for an approved sprinkler system.
These were discounted off the technical rate for the risk but with commercial discounts of 50-60% now commonplace, the hose reel discount is all but forgotten.
For the vast majority of risks, speaking as an insurance surveyor, I have no problems with clients removing hose reels due to life safety issues (hose blocking fire doors and encouraging people to try and be a hero).
The only exception is where there is a history of minor fires in the trade process that can be quickly extinguished with hose reels. Off the top of my head these include charcoal burners, certain rubber processors and similar. Very rare these days.

We removed ours on the advice of the fire authority, number of large warehouses with many aisles, they were concerned about staff spending time down an aisle trying to extinguish a fire and then finding them selves trapped, replaced each hose with two 9 litre water, we consulted with our insurers as well and they were ok with it.

We had a chat with our insurers about this during the week and their advice was to get rid.
