Hi Guys
Below is a judge's statement in the clapham railway accident inquiry.
"It has to be said that a concern for safety which is sincerely
held and repeatedly expressed but, nevertheless, is not carried through into
action, is as much protection from danger as no concern at all".
The last sentence has thrown me a little bit. My query is, If you are repeatedly expressing concern for safety and no action is being carried through, how can that be a protection from danger as no concern at all? Perhaps I've misunderstood the judge's statement.

If you have wonderful systems but do not put them into effect then they are as much use as a chocolate teapot - Simples!!!!
The judge realised that many systems if not enforced are worth as little as no system at all.

Yes, similar to Bob, I believe that the judge is saying that if you have a concern but do nothing about it, that you might as well have no concern in the first place. Both 'situations' offer no protection.

You need to remember that the judgement is aimed at the company culture not a particular individual.
Like BP at Texas city the company where stating that safety was a high priority but this was not translated into robust action to improve safety standards when concerns were raised.

I concur. The statement is that you can have the best systems in the world but if they are not implemented, they are not worth having.

Indeed, I think their was a 'Hidden' message in the Judge's words which suggests that organisations are good at espousing the virtues of safety...but not so good at carrying them out.
