Is there anyone that can help me, I'm looking to get a copy of a Health & Safety Policy for an Offshore Platform? I'm carrying out a bit of re-search into Off-Shore Health & Safety and would like to see what is contained within an Offshore H&S Policy.

Hi Martin,
I can't recall ever seeing a platform-specific HSE Policy. The ones that are displayed offshore tend to be the same ones that are displayed onshore - they are the company's stated 'policy' that applies equally to all company worksites.

Is an Off-shore 'Safety Case' and a Health & Safety Policy two different things?

Yes, a Safety Case is a comprehensive summary document that the duty holder compiles and submits to HSE to 'make the case' that they have identified all the major hazards (in simple terms, those that could result in multiple fatalities), have suitably robust controls in place and that the residual risks are 'as low as reasonably pracicable', including that they have optimised the installation design.
HSE offshore website gives details of how HSE assess a Safety Case when it's submitted to them (which must be before the offshore installation first operates) and when it's updated. The Safety Case also has to demonstrate how lesser hazards are identified, controlled and managed.
It's expected that workers on the installation are suitably involved in preparing the Safety Case (though that can be a challenge for a new installation!) and also that all on board understand those parts of the Safety case that affect them and/or that their work supports (e.g. those who are carry-out inspections or maintenance on safety-critical equipment).
After initial review and acceptance that the Duty Holder has 'made their case' on paper, the document is then used by HSE when they carry out offshore inspections to check whether what the Duty Holder has submitted actually happens in practice.
So, in summary, a Safety Case is much more detailed and installation-specific than the Safety Policy, and describes how the Policy is actually implemented in the design and operation of that installation.

They are not public documents. You'd have to ask a contact in a Duty Holder organisation.
The Offshore page on HSE website includes some info and several links to further details about Safety Cases, just click on 'Topics'.
