Soon to be taxed - I josh. The Accident Incident Rates used by the HSE I presume are purely based on reported RIDDORs rather than lost time events ?

Of course - HSE can compile statistics only for what they are told about! One reason why they repeated say that accident rates are a very poor way to measure OSH performance.
