Does anyone have any comments on operatives working/walking on mesh reinforcement.
Whilst working on a site constructing thin floor slabs ne 150mm thk, a visiting H&S officer has insisted we use a non-slip matting to reduce the risk of the operatives tripping while traversing the mesh. I do agree a system would be required on deep slab with rebar with larger centres between bars.
My take on this is that he is effectively stating that designers are failing in their CDM duties to eliminate hazards during construction by specifying the mesh if it requires this additional control measures to work on safely.
Would welcome any comments on the above.

Though the designer only has a duty so far as reasonably practicably, taking into account other factors. Not using mesh implies placing bars at closer centres, which will mean more fixers working with more bars for longer time. The risk quite possibly goes up if you do that. The cost certainly goes up dramatically.
Possibly he has in mind a scheme that doesn't require bars to be fixed?
I'm not sure that requiring mats to access the cage implies the designer hasn't considered things properly. If you take that approach you could argue that requiring a handrail on a scaffold means the designer hasn't eliminated the hazard of working at height - and henceforth we'll all live and work in bungalows with flat roofs and a maximum height of 1.5m.
