If there is a large housing project taking place with new kitchen and bathrooms consisting of over 500 properties but there is a number of different types such as terraced, flats, etc. but of varying ages.

Would a survey need to be undertaken on each individual property or just a percentage of each type?

I think you will find that HSE have clarified this on numerous occassions.....

unless the client can demonstrate that each property is identical then a r and d survey is required for each property. that would include sampling TC

If you are client watch backside - if contractor then kick client

Suggest that you down load a copy of HSG264 from the hSE web site. Page 24 states that for Refurbishment surveys - A proportion should be surveyed until the results demostrate as far as reasonably practicable that there is consistency in the range of ACM's in the property type and that there is an accurate picture of the asbestos presence.

I think your find that once you start looking at the different archetypal groups of properties you have you will be doing more surveys than expected. Please don't fall into the trap of 10% must be emough as it can easily go wrong if this approach is taken, it s a starting point only.

If you do an audit of the surveys that have been done I would be surprised if you do not reach the conclusion that each property needs a survey.. difficult to control costs without as well as all the obvious h and s risks
