Construction project takes place in a retail unit (shop fitting) with a secondary project taking place inside the same unit. The PC is carrying out both projects simultaneously with the same sub contractors all doing their work across both projects. The projects have different clients. The works will end with handover to both clients at the same time. Is this a single project regarding the PCI and notification? If a single project the F10 will have both clients details? Thanks for your help.

IMO It is two projects. Different clients and probably different CDM-Cs (you didnt say), therefore two F10s. Although its the same PC and sub-contractors they will no doubt have different contractual arrangements and the clients themselves may expect differing standards based on their views of how H&S should be managed. Some I know will leave that sort of stuff to their CDM-C.

Same CDM-C and the projects are carried out as one single project. There is H&S inspection of the site, external consultant, and it is all included as if it was the one project.

Are both Clients and CDM-C are happy with the arrangements? Are there are defined boundaries so if there was a serious incident that potentially implicated the Client in some way, the correct client would be interviewed by HSE etc? Who provided the pre-construction information?

Yes Hmmmmm CDM-C They are three answers to the three questions. The second question is a difficult one to answer as the works are all together, no physical boundaries between the two projects, that would just make life difficult for all involved. The PC controls the whole site as if it was just one. Both clients have representation at regular site meetings to discuss issues. The single CDM-C is also the designer and invoices one client, the main site, but gets paid by both clients separately.

The courts will follow the money initially e.g. Single CDMC and designer who invoice the one party then the one party can be seen as the party with the most liability/duties but at least its a 'joint and several' situation with regards to the clients With the new laws that have just come in both clients may end up with a fee and the inability to claim back penalties
