We work in a building occupied by several companies renting areas off the owner. Several items of non compliance are surfacing - for instance no legionella assessments and tests. We know they have an obligation to test for legionella but how do we ensuire it is done by them. The legal / morale thing does not work.

Should we threaten them with the enforcing authorities if action is not started by a set date????

We had a similar situation, not multi-user but a as a single tenant to a building owner who didn't seem to want to know.

I undertook a simple building risk assessment highlighting things like:
I did not have a H&S file
I had no record of an asbestos survey
I did not know if the 'grey water' supply to toilets required legionella tests.

I submitted the report to the owners with a request they address my concerns before I took my concerns to the LA for further 'advice'.

Worked fine, very prompt response with positive outcomes

I'm assuming by 'them' you mean the building owners?

Why start out with a threat? Start by pointing out what is required and take it from there.

By the way, as far as I am aware, they are not obliged to carry out testing. They are obliged to carry out an assessment and manage the risk from legionella, unless there are colling towers.
