Would MEWP training, say CPCS/NPORS/IPAF be required for a simple powered up/down platform, technically it is not a mobile elevated WP?

Ipaf category type 1a would seem to be appropriate, so I would wish any operator on one of my sites to be suitably competent and a formal training certificate would be what I would required I would not be content to allow somebody untrained to use any such plant and a certificate of familiarisation that plant hire companies issue is not enough on my understanding without a further competence certificate.

This is one of things where you will be driven by your clients understanding (or lack of..!) of the equipment and risks associated.
If it was being used solely within my buildings I would be happy with familiarization training and information given on the hazards associated and the daily check / pre use regime.
If however it has to go out to other peoples sites, then you will be stuck with their requirements. Whether they are relevant, reasonable, appropriate and in proportion to the risks or not.
And they probably won't be....
