Do you need to be tied off when using a MEWP or is this considered best practice or is there no need to tie off?

On a cherry picker type it is a must. on a scissor lift it would be based on RA although it is highly recommended.

its also important to check what they are using to "tie off"
it should be an appropriate, tested lanyard. Not a piece of blue 6mm GPO draw rope as i saw this week. They had even gone to the trouble of tying a beutiful rethreaded figure of eight knot on one end, and a lovely stealth black alloy carabiner on the other!!
