Do Christmas lights (on cabinates/on small tree) in the workplace require PAT testing?

Simple answer is no because nothing absolutely requires PAT.

All electrical equipment is required to be in a safe conditon. But that doesn't mean PAT is required.

Claire is right, PAT is only part of a regime of testing and inspection that can range from simply visually checking the condition of plugs, cables etc to measuring insulation resistance, earth continuity etc. There is no legal requirement to conduct PAT on electrical equipment, the legal requirement is to provide equipment that is safe for use and fit for purpose. PAT is one way of checking this.

Where electrical stuff is powered via a transformer pugged into the wall and a low voltage wire leading off to the kit (phone chargers & Christmas tree lights), what exactly would PAT testing actually test?

Presumably in the case of tree lights, it would just be the 240v side of the transformer and not the lights???
