Displaying a tax disc on an excavator that operates on the highway

Just wondering if anyone knows what the legal requirement is for operating an excavator on the public highway, i.e. tax disc, insurance, class of licence. Any info or sources of info would be most appreciated.

If the excavator is operating within a coned off section of the highway, then the answer would be not required, it gets messy when you are travelling between sites on the road.
there is a licence category covering Tracked Vehicles, H I think, can be also classed as an exempt vehicle, see DVLA website and DSA.

It would need to be registered for a start...special vehicles class....HGV rate and tax in the Special Vehicles class.
It needs to be insured....road traffic act.
The driver needs the relevant licence for the type and weight of vehicle and be of the appropriate age.
The vehicle needs to comply with the construction and use regulations.
The vehicle also needs to be correctly fueled, rebated fuels cannot be used.
