When a fire drill/evacuation takes place at an office/factory location is it common practice to have all vehicular movement around the site come to a stop. By this I predomintly mean cars, delivery vehicles exiting and entering the site. Also some of the staff have seen the evacuation/drill as an excuse to smoke a cigeratte once outside in the assembly area and waiting for the roll call, does anyone else have this and do you see it as a problem. Absolutely stop all traffic - It's the norm.
Lower your gate if you have one - let no-one enter and if people must leave they can be accounted for - the gate needs to manned mind to let any appliance in if needed.
Your normal working arrangements will answer your smoking question - do you have a designated area? If you do then I'll assume this is not the same as your assembly point(s).
The crux I suppose is the place where you are mustering, is smoking ordinarily allowed there at any time?
If the individuals usually are allowed to light up there, are standing quietly and answering their name etc etc etc then no problem but it sorta don't ring correct to me.

The main reason to stop all movement is to keep the entrance clear for the fire and emergency services. Also if the assembly point is in the carparks then you don’t want people driving off with crowds huddling near car park exits.

I also mentioned during inductions that one of the reasons to stay at the, marked assembly points (which are in the carparks but away from fire hydrants) is that if you hang around near the buildings the fire services are likely to run you over in their excitement at getting to deal with a real fire. Stay in the assembly area until told to go back in and do not block the site entrance.

Messy.. hydrants?
Went to a job years ago... too many to remember now... but WE were 3rd attendance at a large community centre with a roof alight.
We were there for water supply and I was tasked with finding the next nearest hydrant because the 2 pumps were overrunning the existing one in use. "can't find another!" They cried.
I found one over 800m away up a hill. So me and 3 others started running hose from it, you can work out how many lengths!
We were cattled! And then in the early hours of the morning when it was all over..
the retained pump drove away..
AND THERE WAS THE FLAMING HYDRANT UNDER THEIR FRONT WHEEL!
Oh how I laughed....
