I noticed this earlier: it raises some intetesting points. Although HSE are critical of the card schemes, they do not offer a viable, workable alternative.

Irrespective of the number and variety of card schemes, my greater concern is that the cards themselves are being used as part of a "tick box" approach, with not enough emphasis on the project specific risks. There are some serious weaknesses in card schemes - particularly those where the employer is permitted to "attest" that the employees have the required qualifications. The HSE and Constructionskills own commissioned report highlights this. RR877 available as a free download.

Hi Ron,
I can't see the various bodies that administer these card schemes "coming together, as their passports, cards, routes etc are extremely lucrative. HSE in this statement and their commissioned report RR877 acknowledges this and also the fact that the touch screen tests clearly do not demonstrate competency. Simply calling on scheme administrators to agree cross recognition of each others schemes is wishful thinking. The HSE needs to work more closely with the industry to re-define what they mean by competency.

Its a tricky thing they could only ratify certain ones but it would cause a riot.
