If scaffolding is used just to hang a protective tarpaulin coat on to protect the building and not used for access by persons does it still need inspecting weekly

You will also need to consider wind loadings on the tarpolin if it is external, may be worth you engaging with a scaffold designer.

Yes. Some of the more recent notable collapses have been of scaffold assemblies erected long-term in circumstances you describe. The scaffold you describe also IMHO requires a design approval.

Not just your opinion re design - it is within both the BS EN and SG20 so expect the HSE to look askance at any lack of design.

Yes the scaffolding could still collapse hurting those in the vicinity.
