I was asked this question recently, and have struggled to find an answer that seems valid.
What is the difference between an 'Order' (RRFSO) and a 'Regulation'? I know they are both SIs, and as such legally enforceable documents, but could not find any reasoning why the RRFSO was not called the 'Fire Regulations'.
I thought it might be something to do with enforcement, HSE v Fire authorities, but found another 'order' that is enforced by the HSE (The Adventure Activities (Licensing) (Designation) Order 2007) so got even more confused!
It will probably be something quite simple, which will result in a smacking of forehead when I read your replies!

I've forgotten the detail, but it's just the process by which they are made and pass through Parliament.

And of course I was wrong as well - as the RRFSO abolished the Fire Precautions Act, which regulations wouldn't have been able to do.
