BBC news report today that restoration work on a Henry Moore sculpture opposite the House of Lords that will take place over an eight week period will cost £16,190, while making the work site compliant with health and safety regulations will cost a further £15,855. I thought this government was reducing the burden of "elf and safety?" Rodger Ker

Just how do the extract the H&S costs from the overall costs of the work?

I don't know. But have had another thought. Putting some fencing with signs on it around the sculpture might well be considered "art" in some circles. Perhaps they may leave it for ever as an exhibit. Would beat some of the rubbish for the Turner prize! Rodger Ker

Having thought about it, I now realise that Health and Safety refers to any costs that you object to. For example putting a fence around something to prevent people climbing on it and injuring themselves- that is Health and Safety. On the other hand putting a fence around something to protect it from damage is security and therefore a good thing. Same fence different perceptions.

Two Grand a week for the hire of HERAS fencing? A matter for parliamentary scrutiny surely.

Looks like one of those bills of quantities that costs things essential to enabling the works as being "safety", in this case to include some tailored scaffolding or other access. Plus the cost of providing those using power tools to take off much of the gunge with goggles, RPE and ear protection. + that security fence. Not a lot of point in removing graffiti if it returns during the twilight hours. All soon adds up.
