Good morning, Could anyone advise me if it is a requirement to have a legal register as part of a management system. My knowledge on this area is very limited, any advice/guidance would be greatly appreciated. I know sometimes that any advice given is done priveatly so if it involves an email, my address is: aidan.cuttell@elg.co.ukthank you in advance for any advice.

Hi Aidan,
assuming that your management system is going to comply with the requirements of OHSAS 18001 then the answer is yes. See the below extract from the OHSAS 18001.
4.3.2 Legal and other requirements
The organization shall establish, implement and maintain a procedure(s) for identifying and accessing the legal and other OH&S requirements that are applicable to it.
The organization shall ensure that these applicable legal requirements and other requirements to which the organization subscribes are taken into account in establishing, implementing and maintaining its OH&S management system.
The organization shall keep this information up-to-date.
The organization shall communicate relevant information on legal and other requirements to persons working under the control of the organization, and other relevant interested parties.

We did not have a legal register for H&S as such for 18001 ( I did for 14001). We used an external provider to access any information necessary. However as all legislation and ACOP's are free on the internet, does this not meet the criteria above.
You need a procedure to identify - which states employ a competent person and how they intend to stay on top of legislative changes ( external provider - IOSH member ?). AS ACOP's are free to view / download and are kept up to date by the HSE and Legislation on the Gov web site, all ok there. It does not say you have to list them all out and what you do against every clause. If you keep a list for your own reasons, is up to you.
