Working for a Facilities Management company, we use contractors for carrying out planned and reactive maintenance to many buildings. Most buildings have plant rooms and I don't belive we are responsible for providing eye wash stations in such areas. Any opinions would be welcome!!

Im not sure if I'm clear, are the buildings owned by your company?
If this is a maintenance contract/s being carried out by your company in other businesses premises then you can't expect the client to be responsible for first aid provision unless it is written into the contract.
If your contractors are working somewhere where there is a risk of eye injury then it is up to you to ensure they take appropriate precautionary measures to prevent such injuries and to mitigate them if they happen. If that means telling your contractors they need to carry eye wash with them then do so.
