I am not entirely sure what is meant by this description, but have seen exit signs which illuminate for a certain purpose, or where the directional arrow changes in certain circumstances
For instance, where an escape route may change due to a drop down fire curtain (or any similar fire safety engineered solution).
These signs (if this is what your fire authority are referring to) are rare.
It might help if you explained the particular circumstances in your hotel where the fire service consider this a useful idea

No idea what this could relate to. There are such things as 'talking signs' or LED signs on th marketplace (not sure if they'd be considered 'intelligent' or just a gimmick)?
If in a hotel I'd suggest ISO 7010 signs (rather than the old EC directive signs) would be more important, along with ISO 16069 Safety Way Guidance Systems.
The only other thing I can think of that they may be referring to is to have a fire action sign on the back of each room door, which shows the escape route and appropriate equipment from each room (I've seen this done in a few hotels) in line with BS ISO 23601:2009

I have no idea either, but rather than engage in rampant speculation (as if that would happen on this forum!) the obvious thing would appear to me to do would be to go back to the relevant Fire Authority or Fire Officer and ask them. That's what I would do.
