"The drainage upgrade cannot be completed at night due to health and safety restrictions on working at a depth of four metres and so the road will be closed throughout the day.
Can anyone shed any light (slight pun intended) on that one then?

In my view H&S has got no bearing on the situation its simply cost; as it may cost more to work at night than during the day - my comment is based on >40 years of experience in this area generally and with 17 years experience of directly working via councils and similar - if you find an unexploded bomb down the hole you will see just how quickly night working can take place especially so as the gov [U and I] will be paying for it!
