Hi all,
I wondered whether anyone could point me in the direction of any guidance on carrying out fire risk assessments in relation to the above sites. Particularly in relation to the appropriate grades of fire alarm system and the types/siting of fire extinguishers.

I did a FRA at a waste transfer site some time ago. There's no specific guidance I could find (at that time) but then why does there need to be?
These sites need a licence to operate, and they often contain requirements re extinguishers, hose reels etc. So it's worth asking to look at a copy.
Extinguisher siting is as usual, taking into account electrics and machinery. For the combustible waste risk - especially in the waste is inside the building - anything less than hose reels is pointless. If the site has private hydrants, you should ensure they have been adequately tested and are signed/accessible.
But fire alarms are the problematic issue due to dust and fumes (this site had an internal hall where trucks drove inside the building to tip their waste which was then moved by front loaders and an overhead crane & clamshell grab)
Eventually after considering a manual system (MCPs only) in the hall and AFD elsewhere, we extended the detection to the hall by use of video smoke detection. Frankly this was not required for life safety (therefore was not required in the FSO FRA), but was requested by the insurance company. We also put hard covers on, and steel barriers around all MCPs in the hall area
I remember having problems getting the site to segregate their hazardous waste such as oil, paints, car batteries and in particular, cylinders (which they wanted to keep inside next to the sunken pit where he rubbish is compacted!!)
And I remember having trouble getting paid - but thats another story!!

If your waste management sites include an Energy from Waste facility then generally designed to follow the US standard NFPA 850 Recommended Practice for Fire Protection for Electric Generating Plants and High Voltage Direct Current Converter Stations, with inter alia, water cannons (that can be operated from control room) over the tipping area.

I have been to the site today, and see no point in installing a fire alarm system.
The whole hall is pretty much open plan and there's no way that alarm sounders would be clearly heard over the noise of the vehicles and heavy equipment operating. I don't think that even having visual indicators would be of significant benefit. There is also 24 hour security/monitoring on site, so the property protection benefit from installing a system would be negligible. There are no private hose reels on site, and I do not feel it would be appropriate to expect staff to tackle any large fires within the hall which would necessitate the use of a hose reel.
Would be interested to hear from anyone else who has carried out an assessment at a similar site.
