Is there a legal duty for contractors to supply manuals for safe use of equipment? i.e. air con systems or heating systems etc

If the equipment is a "machine" (has moving parts) then the manufacturer has to supply instructions when it is sold. Have a look at the Machinery Directive which you can look at online for free.
The involvement of "contractors" in the chain may complicate things if they are the ones who own the equipment.

You might be able to use PUWER and/or the old HSAWA using the section about providing information.
If that doesn't get a response, contact the manufacturer directly - they are bound to have spare copies maybe a PDF file or other email file.

Hi all
To clarify, a contractor has installed an split air conditioning units (4 in total, took them 5 days) and is now refusing to supply an O&M manual. I have visited the machinery directive as this was my initial thinking. Would the installer be considered a supplier and the guidance states:
These Regulations apply to all new machinery placed on the UK market or put
into service in the UK, wherever it is to be used in Europe.
Is this correct?

Machinery directive applies.
If you paid your contractors to supply and install the aircon then they are the supplier. If on the other hand the only function of the contractors was to install it then whoever you actually purchased the equipment from is the supplier.
