I tried to search the forums but the search timed out each time. I feel sure this subject had been covered. Anyway, I shall ask the question again. The way I interpret the WAHR loading docks present a hazard where a person can fall and be seriously injured. Therefore the dock needs to be guarded against with Hand rails and intermediate guards. I believe this is a strict liability and therefore the employer has no option. I would like your views please Kind regards

Do you been loading bays for HGV's with docklevellers, bay doors etc? If so if the bay has a door (controlled access etc) that is sufficient in my opinion, if there is no door then its common to have a chain or barrier across the open dock. If its just a straight drop with no edge protection or access control when there is no vehicle on the dock, then yes in my opinion that would not be adequate.

The dock is approximately 100 yards long there is a dock leveller and a scissor lift but between them is only a light chain from stansion to stansion. We don't have a lot of traffic so it is light use. The dock leveller does not go straight into the building as is the case in distribution centres

I seem to recall a recent successful appeal against an IN issued by local authority on just this issue - perhaps in a recent SHP edition.
