Could anyone direct me to any UK / EU standard that requires provision of lockable access gate - or other arrangement that prevents unauthorised access to fixed vertical access ladders (in this case a ladder provided for maintenance access to an extract unit).

Reg 11 of the Work At Height Regulations 2005 covers that one off, I believe.

Hi Chris,
the most common type that I have seen is a hinged lockable guard at the base of a vertical ladder cage. I have also seen (but not used / specified) similar arrangements to the type in this link.
