HSE guidance (asbestos essentials A33) outlines the procedure for removal of a fuse carrier which contains asbestos, which is clear, however on the same document the act of removing the entire fuse box (consumer unit) is also detailed as requiring a similar level of control.
Discussing this with electricians it has 'always been' common practice for the electrician to take the board off the wall intact, thereby 'not disturbing' the fuse carriers and to wrap it for disposal by others. According to A33, this would require exactly the same level of control and training as the act of removing the fuse carrier (polythene, disposable coveralls, signage, hepa vac, specific training etc.) and it has always been my advice to meet that standard in either case.
This, by extension means that, for example, domestic boilers with internal ACMs would require similar controls and creates a bit of a minefield in the largely uncontrolled domestic market. Plumbers advise similar to the electricans, that they 'dont disturb' the asbestos and take the boiler off as one unit for disposal by others.
Can anybody confirm whether I am taking this too literally / advise on industry practice?

Good call Ron but the info on that sheet is very much out of date Most references are to the very old CAWR 2002 which have been left well and truly behind ! Probably the best option is the decision flow chart on task Sheet A0 within HSG 210 http://www.hse.gov.uk/pubns/guidance/a0.pdfAny disturbance of an ACM will not only require the appropriate level of training but a specific plan of work including an emergency plan and provision for emergency decontamination and of course waste transport and disposal HSG 210 isn't perfect but it's pretty good and ideal for anyone in the trades

Not to be picky, but the references in the Gas Safe link I gave are CAR2006. The document is itself dated 2009 - current info. as far as HSE are concerned.

First paragraph acknowledges CAR 2006 but the rest is CAWR 2002 and L27 which are well OOD Even the printed version of the asbestos task manual is out of date as only the online version has been updated But thanks for the picky its how I learn :-)

Things become clearer............ The Gas Safe doc has attached to it an out-of-date version of the HSE Circular 265/49. The updated circular (265/49, October 2010) is available here: http://www.hse.gov.uk/fo...lops/ocs/200-299/265_49/If we hadn't had that picky interlude, we'd never have got the facts of the matter out here.
