It would depend on the occupancy and the findings of the FRA.

I agree occupancy but not necessarily fra? What if being designed into a new build or refurbishment - fra will not come into it? What if to be used by children in an emergency? What if a veterinary practice where animals will have to be part of a fra and evacuation once the premises are occupied?

If at design stage then the designer should FRA as part of their process and design from there on in - If ready built and changes are being made then again the designer should design via their FRA etc. process

Escape arrangements have to be considered at design/ planning stage therefore forming part of the FRA process.
