Very Simple and simplified answer. Multiple Occupation is muitiple tenants in one flat who are not a family or common group. ( eg several students flat sharing.) Muti storey flat blocks may or may not have multi-occupancy. The first question is are the flats purpose built to Approved Doc B of Building regns. Responsible Person (usually landlord) has duty in common areas under Fire Safey Reg Reform order. In purpose built flats this will require at least Fire Resisting doors from flats onto common areas. Fire Safety Sleeping Accommodation published by www.firesafetyguides.communities.gov.uk includes • the common areas of flats and maisonettes; You are getting into a complex area ( cf numbers of fire and deaths in flats) and unless the question is really simple I would suggest a fire specalist might be good idea.
