We have a number of warehouse staff trained by an external body to carry out racking inspections, this was a three day assessed course. They carry out monthly recorded racking inspections, any damage or changes are carried out by an approved racking company.
It has now been mentioned that we should have the racking inspected every 12 months by an external body? I cant find this requirement anywhere and the fact we have trained competent staff carrying out monthly racking inspections would seem perfectly good?
What do others do, any advice appreciated.

We undertake a detailed 12 month inspection, but this is still undertaken in house, can't remember the specific guidance that refers to this, sorry.
We have been told by our Trainer (SEMA Registered) that this is acceptable

We do ours internally too. SEMA trained person. Our insurers are quite happy with this arrangement as were the authorities when they visited.

My understanding is the 12 month inspection doesnt have to be "external" but in fact "expert". This can be someone within the company who is deemed competent by virtue of experience and training.
In saying that, for a belt and braces approach we use external specialists to undertake our annual "expert" inspection.

It states :-
‘Expert’ inspections
646 A technically competent person should carry out inspections at intervals of not more than 12 months. A written report should be submitted to the PRRS with observations and proposals for any action necessary.
647 A technically competent person might be a trained specialist within an organisation, a specialist from the rack supplier, or an independent qualified rack inspector.
I can't see any reference to external, just an expert, a technically competent person.
Para 647 even states that they might be a trained specialist within an organisation, therefore it can be done internally, providing the person is technically competent.

It doesn't, I was providing a reference to racking inspections and stating what my former companies policy was on this (which was the industry recognise standard).
The risk you face with an internal person carrying out your expert inspection is conflict of interest / lack of authority/impartiality - a liken it to PUWER statutory inspections vs equipment maintenance in that imo the annual expert examination should be conducted by someone completely separate to the operation and the weekly/monthly in-department checks.

As part of our Insurance policy we have regular visits arranged from an Insurance Engineering and Inspection service for all our lifting equipment, pressure vessels etc.
On the last visit I spoke with the engineer as I was just about to pay to send our engineering guys on a Racking inspection / repair course, turns out he's fully qualified for racking inspection and is adding it to his 6-monthly check schedule. Cost is negligible as he's already on site and it saved me around £1800 in training fees :)
Definitely worth exploring!
