A review of the DSE Regs indicates quite clearly that hand held and truck mounted RDT's (Radio Data Terminals) are not covered. In terms of requirements for providing free eye testing to employees, are you aware of any legislation under which this is either an explicit requirement or a best practice recommendation. Thank you.

Reg 5 would only apply for equipment covered by the DSE regs. I can't see anything in those regs that would cover this type of equiment.

If you are talking about professional drivers it would be more under the licensing requirements and fitness to drive than DSE and perhaps dependant on your risk assessment and the activity the PPE regs all of which give implied justification.
