Bob I developed an in-house Access Database that worked well for multi site works. Hard to set up though. Take a look at SHE Enterprise. I use this for risk assessments for multi sites (national grid) but it has multiple modules you can buy which they then work with you to tailor to your business. This allows regional personnel to do assessments, audits, investigations etc and for you / someone to have oversight to approve etc. Produces great reports as well. Not the only such system out there but definitely one of the better ones. Hope this helps a bit.
