I think I know the answer to this, but as it is my interpretation of a Statutory Instrument, I would be grateful if somebody could confirm or otherwise. If a passenger lift has been decommissioned, for example powered down in an empty building, does it need to be inspected? My view is no, as LOLER applies to lifting equipment which is "provided for use" and the lift cannot be used. It would of course need to be inspected before being put back into service. Any comments would be appreciated.
