It was noticed that exit door assemblies kept locked in family dwellings of 23 meter high (8 storied building) and key is available with occupants of the building. The building is neither provided with staircase pressurization system or smoke ventilation and not protected by fire sprinkler system. Please provide the fire safety standard requirement for such buildings with locked exit door assemblies.

The usual standard is unlocked fire exits!
Is there any good reason for locking them?

Major reason for locking is security concerns like unauthorized entry and theft since the building is not manned with security.
