Is anybody aware of it being a legal requirement to have a jettison platfrom for offshore explosives in an emergency?

Not sure about legal requirement but if it isn't, it's good practice. The installation safety case should include reference to the handling and storage of explosives. Alternatively you could contact the companies which use them and speak to their HSE advisors and get the gen from them. Try Weatherford, Halliburton etc or any firm who deal with completions.
