Hi
My partner was previously employed as a home carer for elderly and people with learning disabilities and this involved mostly home visits. Clients were all told they would not be allowed to smoke for the duration of the visit. this was usually only 12-15 minutes, which might not be relevant in the case you mention, but for this short space of time most were happy to comply. Of course, if it's long term in somebody elses house it may be more difficult to get agreement

We try to match smokers with service users & their families etc. who smoke
We try to encourage service users to stop smoking whilst staff are present and for 1 hour before hand
We try to encourage service users friends/relatives etc. to stop smoking whilst staff are present
We try to evaluate all areas using the reasonably practicable arguement and noting social services law etc. and the individual cases
We let individual employees make decisions for themselves where all else fails
This is a very hard area to manage
