Am I correct in thinking that if you come under local council for enforcement they do not operate under FFI?

Yes, you're correct. Quote from HSE publication on FFI:
"FFI only applies to work carried out by HSE’s inspectors so if your business is inspected for health and safety by another regulator, such as local authority environmental health officers, it will not apply."

We had an inspection this week following a Riddor report , the inspector was a "visiting inspector" who would ask predefined questions depending on the incidence/ accident / industry they are reviewing, they will then report back to an allocated HSE Inspector who will review the findings and make a decision as to whether any formal follow up visit/ enquiry is required. During the inspection they asked/conformed you are a warehouse but you don’t make anything do you ?, you don’t have machinery or lathes ? I am not sure this falls within our jurisdiction or that of the Local Authority
They have now confirmed we come under the Local Authority for any enforncement and inspections and this has now passedto them to follow up should they decide to?
