I would like to inquire, if there are websites for necessary materials/resources for a HSE practitioner. such as ENVIRONMENTAL MANAGEMENT PLANS,JSA, HAZOP,HAZID, HAZWOPER,HAZAN etc.

Hello Ojelabi,
The UK Health & Safety Executive (HSE) provide a wealth of free information on their website, and many of the documents (including guidance notes, approved codes of practice and leaflets) are available as free downloads in pdf format.

Access the HSE website via www.hse.gov.uk and follow the links to access the downloads.

Just to clarify, though, their information is naturally based on UK law and best practices.
