What is the interpretation of "Prepare the H & S File"? Is that to collate the information and produce a file or ask the Principal Contractor to do it and check that it is sufficient? I know what the Regs say and I could quote APS and their statement on what Clients should expect from a CDM-C but how do H & S professionals interpret "Prepare"? Thoughts please!

I suppose you could say prepare is to get ready for something. If you only get ready however it will never get done so don't just prepare to do it but do it.

Prepare could include using others to do it and reviewing the results. In many disciplines the leader produces an outline or concept, and others execute it. There is nothing wrong with this. However, as CDMC one should be confident that what has been produced/prepared conforms to the requirements of the CDM Regs.

In this context the word "prepare" is used as a form of shorthand for:- "gather and collate the necessary relevant information and create a single point of reference of all that information [the file]". Frank Hallett
