If you are due to replace the kitchen units or bathroom units/fittings in a domestic or business property would you expect the kitchen/bathroom to have undergone an asbestos Refurb Survey beforehand or is it OK to rely on the existing Mgt Survey (or old Type 2 or old Type 1 survey) in order to determine the presence of any asbestos? Is there a legal duty to do a Refurb Survey for minor upgrading works if the fabric of the building is not going to be altered and the existing survey suggests there is no asbestos in the units/fittings being changed?

A management survey will often pick up any ACMs within the kitchen units themselves (sink pads etc) but i wouldn't personally deem it sufficient for this kind of work as it's not necessarily the presence of ACM in the within the units that's the risk but potential damage done to the fabric of the building (and the potential disturbance of ACM) caused by the act of removing these units.
We undertake construction work in a variety of different environments and come across asbestos in some very unusual places! What about floor tiles, adhesives, pipe lagging, boilers...? the list goes on!
As a company if we're going to disturb the fabric building in any way, shape or form then we will always obtain R&D surveys. Of course, if there will be absolutely no disturbance then a management survey will suffice but i'm not sure how you can rip out a bathroom or kitchen without causing some disturbance to the fabric of the building!
