We are a very small welding/fabrication company and have just had the impending implementation of the above regulations in relation to structural steel works and the requirements to CE mark all works. Our very limited understanding is that if we carry out any engineering works to a piece of structural steel (drilling, welding etc) then we will need to be able to CE mark it. This has only just came to our attention in the last week and so far we have been unable to find out much about it and I was hoping someone on here might be able to shed some light or point me in the direction of some useful resources.

The CE mark is required for all new products which are subject to one or more of the European product safety Directives. It is a visible sign that the manufacturer of the product is declaring conformity with all of the Directives relating to that product.

The Construction Products Association is a good starter for 10 providing abridged guidance:

CE marking in construction relates to Declared Performance which is a rather different scenario to CE marking under the Machinery Directive. For Construction Products the reference is to "Declarations of Performance" either self certified or subject to external validation.

Quick synopsis:
The application of CE marking for a product needs to be arranged by the company placing the item on the market with an appropriate Technical Assessment Body. The process would involve either identifying an applicable Harmonised European Standard for the application(s) or agreeing a test plan to meet the Essential Requirements of CPR with the assessment body to generate a European Assessment Document. Following testing to the agreed plan a European Technical Assessment would be issued at which time CE marking becomes mandatory this would be explained by the Technical Assessment Body.
