I need to access some lighting equipment which is privatly owned but is outside the workplace 50m along a public road. There are plenty of examples of road works dumpers JCB's etc on the road.
I can implement a safe system with signs flashing lighs and a banksman but would like to know if this is permitted. anyone else had this problem?

I am of the understanding that a non-road worthy vehicle ie plant, can access a public road on the proviso it is escorted by a road worthy public vehicle with flashing lights for quite a substantial distance. Therefore 50 metres should not be a problem.
In some situations where traffic management and/or a Banksman is required you have to apply to the local council for authorisation and advise the local police. This is of course the exception rather than the rule.

If you are going to do this properly:
Any vehicle used on a public road requires third party insurance (including dumpers, fork lifts, excavators etc.) It also needs to be registered with DVLA (a MEWP will probably also have to pay Vehicle Tax). This applies whether it is under escort or not (unless a police escort).
So this leaves you with options:
- Register and insure your MEWP.
- Hire a road vehicle based MEWP (van or lorry mounted)
- Apply to the local highway authority to temporarily close part of the road (basically establish a 50m long roadworks) and move the MEWP inside the closure.
- Take a chance and do it safely but not necessarily "properly"

MEWPs are loaded/unloaded on the public roadways every day of the week without attracting undue attention but when there is an incident the first question is "Why was an uninsured and unroadworthy vehicle being used on a public roadway?" I would tend to do as Edward suggests and either hire a self drive or operated vehicle mount.

I know of a "Public Body" I work with that has their MEWP's delivered & unloaded on a public highway outside their premises, without worry.
Mind, they have a good reason to do this!
