Carriage of small size gas cylinders in motor vehicles

I am after some advice from fellow professionals regarding the carriage of small size (size AZ or AD) gas cylinders in private motor vehicles. As part of my role I am responsible for writing the policy regarding Medical Gases and as such there is a need to include the safe transportation of small size cylinders within motor vehicles used by our community nurses. The cylinders are contained within a specially designed "grab" bag that is padded and is not connected to any other device during transportation. In addition to the training of staff (i.e. how to safely transport, carry and what to do in event of accident etc.) and signage on vehicles, I am trying to ascertain what else I need to include, as the quantity carried is below the threshold specified by Carriage Regs.
Any advice would be gratefully received.
