Deregulation bill - concerned about recent changes?

There has been a significant change in the proposed exemption from requirements within the deregulation bill for self employed persons under the Health and Safety at Work act – the original report (The Löfstedt review) and subsequent proposal was exemption of those ’who pose no risk to others’ This has now been changed to exempt all self employed apart from those on a prescribed list. This means many people could fall between the gaps in this legislation designed to protect us all – the prescribed list is arbitrary and limiting. Not sure who this change is supposed to benefit.

It’s posturing plan and simple.
The key point will be what is an “undertaking of a
prescribed description”; ie which self-employed people will still be covered by the Act.. it’s not clear what they will be…
