Morning all,

Our facilities management team bid for, and won, a contract to clean newly-built houses. This would be after all trades have finished. Subsequent to this, another manager from the client has informed them that the cleaners will need to have CSCS cards (the houses are on a site with others still under completion). As it happens, we have lots of staff with CSCS cards but none of them are cleaners and the effort involved to get the cleaners through the exam would likely make the contract not worth taking up.

If this is the client's final decision, I've no problem - it's their site after all - they'll just need to find someone else set up to do this work. I wonder if anyone here has been in a similar situation and arranged to simply have staff escorted within the site following induction? I've encouraged our managers to at least suggest that alternatives are looked into to save the client all the bother of re-tendering with more accurate info.

Would appear to be a typical idiotic builder who thinks that a possession of CSCS card by individuals will absolve them (the builder) of all responsibility.

Totally agree with Rodger - the sooner we get over CSCS mania the better. Again the HSE have done much to create this monster and some common sense measures of competence re H&S need to be taken on board by the construction sector instead of all these blanket tick box ideas and schemes.

I agree with both of you, this was my reaction too. I was wondering if anyone else had operated a similar system where contractors (like our cleaners) with zero construction knowledge were facilitated to regularly enter construction sites to access places of work.

I was thinking, after selecting sensible staff, a briefing from us on the importance of obeying site rules followed by site induction from the PC should be adequate. They could then be escorted to their place of work (if that's what the PC required) and arrangements made for communicating with an escort to leave the site, all wearing site-appropriate PPE. Supervision and talking to the client should iron out any difficulties and let both parties monitor whether this arrangement is working operationally and financially.

I've worked on a number of large construction projects where cleaners were used not only on the sites themselves, but also for offices and welfare facilities.
In all cases the PC expected the cleaners to at least hold CSCS certification to at least confirm a basic knowledge of site safety, along with undertaking the clients site specific H&S induction.
I cant see your client moving on this but good luck anyway.
