Short and sweet question - Are occupiers of premises required to have water tanks tested for legionella annually?

It will depend on what the water risk assessment says and this should define the management required with regard to Legionella.

Short and sweet answer: no.
More detailed reasoning:
Micro testing on hot/cold water systems generally not required and this isn't going to change under the new HSG274 Part 2 guidance (released next week with any luck). The only time you might start testing is if you suspect a problem or have some ongoing problem and you're looking to assess the effectiveness of your control measures/treatment.
Doesn't stop water treatment contractors trying to offer you the service though....
