Is it possible for a substance to display CLP pictogram (exclamation mark) but the SDS to include the statement this preparation is not classified as dangerous?

No... To show the ! pictogram the chemical must have a hazard statement that is relevant.

I just reread that - and note the word: preparation. Is the ! assigned to one of its's component parts - in which case there may be a haz symbol shown within the SDS - but the preparation would not need a hazard symbol.
